Trying to make a "route add ..." but got the message:

route: writing to routing socket: Operation not permitted

Can somebody say me how to fix it?

Looks like you are trying to install OpenVPN on your VDS. Am i correct?
If so, in case of FreeBSD, tun/tap devices will not work inside VDS as it causes many problems to hardware nodes and we do not support it.
Among being stable (no tun/tap support) and rebooting nodes every week (having tun/tap) - we choose "being stable".

If you wish to run OpenVPN please buy Linux VDS and add a support ticket for TUN/TAP activation and follow this article: http://wiki.gigespace.net/OpenVPN

I'm trying top block some IP's from where hack attempting made.

I've found nice method - adding a route to localhost, such as:
route add 85.25.147.38 127.0.0.1

Can You suggest some another method to block hackers?

In English just in case:
Install sudo
Add a user you will be using and allow him to use sudo.
SSH configuration parameters:
AllowUsers your_user
DenyUsers root and any others you are not using
Restart SSH service and you may join console with your user, sudo su - and you are a root user.
In this case every single person, connecting to your VDS as root will be given Access denied message.

In Russian as it seems that you have IP from Ukraine:
Установите sudo.
Добавьте своего пользователя в список доступа, которым доступен sudo.
В коинфигурации SSH:
AllowUsers ваш пользователь
DenyUsers root и все остальные, которые не используются.
Перезапустите ssh и ходите только под пользователем и из-под него sudo su - и вы root.
При вводе же пароля для root пользователя по ssh будет выдаваться Access denied.
